In the summer of 1999, Gheorghe Sarău initiated, in Romania, “National language courses and the methodology of teaching the Rromani language”, the first edition taking place in Satu Mare, for 60 students, distributed in three groups: beginners, intermediate and advanced. The organization of such courses started from the need in the Romanian education system to accelerate the assurance of the constitutional right of national minorities to study four hours a week of Rromani native language in classes or groups with Roma students, who - with the opinion of their parents - requests that these hours be added to the curriculum. These courses, indeed, have incredibly hastened the teaching of the Rromani native language or, in some places, even the full teaching in this language. At that time, Romania had only a few dozen Rromani language teachers, and by organizing summer courses the number of potential teachers increased, on average, by 50-70 / year. There was still a problem to be solved, namely, after graduating from these courses lasting between 15-21 days (6 hours / day), the graduates who entered each month of September in the education system to acquire a university training, in parallel, with their activity. from schools. Thus, Gheorghe Sarău invents a new, complementary system for training these graduates who have become “qualified Rromani language teachers”, as a second stage of training, opening for them - between 2000-2010, at the University of Bucharest - a distance learning university structure at the CREDIS Profile Department of the University of Bucharest. Thus, out of the over 700 Roma graduates of the summer courses, from 1999-2010, over 390 of them also obtained the university diploma of teachers - Rromani language teachers, practically, they ensuring the teaching of this language in all 42 divisions. administrative-territorial (counties) of Romania. The summer courses have known, in several years, several editions / year, thus explaining how, from 1991 until now, the edition no. 41. It should be noted that the Rromani language summer courses are attended not only by persons interested in working in education as Rromani language teachers, but also by any person who is a native speaker, who knows Rromani to some extent or any person, Roma or non-Roma, who wants to (re) learn it, by repression, about 10% of the participants being non-Roma. Since 2002, these courses have been open to people from outside Romania, the peak being in the summer of 2016, when 21 foreign citizens also took part in the courses.
As it is known, the Romanian Ministry of Education recognized the official writing of the Rromani language since the school year 1990-1991, therefore, these courses are taught in the international script adopted in Warsaw, in April 1990. Also, in the summer courses, as in the educational system, the common Rromani language is taught, and dialects are used only to illustrate equivalent forms, but, mainly, the phonetically unaltered forms of lexical units are encouraged and promoted, as well as the common vocabulary, co-existing in dialectal varieties. of the Rromani language around the world. Teaching is based on textbooks and courses used in the education system for teaching the Romanian language, Romania registering an editorial performance in this regard (since 2001 and until today, for example, there are 9 alphabets, all in the official spelling and according to the desideratum common Romani languages, as factors of balance between the four great Roma dialectal divisions in Romania: Căldărăresc dial, ursăresc dial, Carpathian dial and spoitoresc dial). Of course, the gallery of Rromani language school and university textbooks includes over 70 titles, covering the needs of teaching from kindergarten to university level, inclusive. Due to global restrictions, this year the courses have been restricted to a duration of only 9 days, with 5 hours / day and are conducted online.
